January 4, 2001
Dear All Council Members:
I respectfully request that Council adopt the following
public participation procedure for City Council Meetings
effective January 1, 2001.
The current procedure of City Council is to allow
citizens the opportunity to address Council at the
designated time at the meeting. This will continue
under the following format: citizens will be allowed
three (3) minutes to speak on a matter not covered
by legislation at that meeting; however, they
must register with the Clerk prior to the meeting
and their comments must be limited to matters that
Council can actually address.
For Legislative Meetings:
The public has the right to attend meetings of Council
but does not have the right to participate. This is
a privilege granted by Council. Citizens attending
Council Meetings cannot participate unless requested
to do so by Council members.
Citizens attending meetings of City Council have the
right to tape record, videotape or take pictures as
long as they do not disrupt, or intrude into, the
business of the Council Meetings.
Please review this request, and if you approve, would
you consider adoption at the first meeting in January.
