The Commission shall administer and enforce the Civil Service Laws of the State of Ohio, and the Rules and Regulations relative to Civil Service in the City of Mount Vernon.

As stipulated in the Ohio Revised Code; the Municipal Civil Service Commission shall administer all appointments and promotions in the civil service of the city. They shall be made according to merit and fitness, to be ascertained, as far as practicable, by competitive examinations. Rules and regulations shall be passed providing for the enforcement of this provision.
